Xi stresses persistent efforts to improve Party conduct

Xi Jinping, general secretary of the Communist Party of China Central Committee, has called for persistent efforts and long-term mechanisms to implement the guiding principles of the central Party leadership's eight-point decision on improving conduct.

Xi, who is also Chinese president and chairman of the Central Military Commission, made the remarks in an instruction to a meeting on Party building held in Beijing on Friday. He emphasized the critical role of Party conduct in shaping its image, and urged greater efforts in Party building to build a well-disciplined workforce with political integrity and ensure that the Party will always live up to the expectations of the people.

Xi's instruction came following a Party-wide education campaign to implement the central Party leadership's eight-point decision on improving work conduct, which started in March.

He highlighted the marked achievements in the education campaign, saying that the lingering and recurring nature of the "four forms of misconduct" within the Party — formalism, bureaucratism, hedonism and extravagance — calls for determined and sustained efforts to improve Party conduct.

Xi also emphasized the need for targeted and effective approaches to strengthening education on Party conduct, particularly for newly promoted and young officials, as well as those in key positions.

It is important to establish mechanisms to identify problems and resolve them promptly, he said, calling for strengthening supervision, enforcing discipline, leveraging public oversight and addressing violations swiftly.

Xi's instruction was conveyed at the meeting of the Central Leading Group for Party Building, which was convened to summarize the outcomes of the educational campaign, and study and deploy long-term mechanisms to further improve Party conduct.

The meeting was chaired by Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the Central Leading Group for Party Building.

Li Xi, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the Central Leading Group for Party Building, attended the meeting.

It was emphasized at the meeting that efforts must be made to strengthen institutional frameworks related to Party conduct and ensure rigorous enforcement of them to translate institutional improvements into effective governance.
